Call for experts // EURALIUS V

The German Foundation for International Legal Cooperation (IRZ) is recruiting 8 international long-term experts for the EU-funded project “Consolidation of the Justice System in Albania (EURALIUS V)”.

The overall objective of EURALIUS V is to strengthen the independence, transparency, efficiency, accountability and public trust in the Albanian justice system in line with the EU acquis and best practices. The project mainly works towards enhancing the capacities of the following Albanian Authorities, which are final beneficiaries of the project: the Albanian Parliament, Ministry of Justice, High Judicial Council, High Court, courts, High Prosecutorial Council, the General Prosecutor Office, other prosecution offices, High Justice Inspector, School of Magistrates, National Chamber of Advocacy, the National Chamber of Notaries and the National Chamber of Enforcement Agents. Following the adoption of constitutional amendments in July 2016 and the adoption of several laws EURALIUS V is expected to support the implementation of the comprehensive justice reform.

The project is scheduled to start no earlier than 1 April 2018 with a duration of 36 months.

Reference Number A: International Expert 1: Team Leader

Duration: based in Tirana – full time position based in Tirana – start April 2018 / 36 months

General Description of Responsibilities: The Team Leader is responsible for the overall management and the achievement of the results as well as for assistance to Ministry of Justice and Parliament.

Specific Professional Experience:

  • At least 20 years of experience in justice system, at least 10 years in an EU MS in judicial or prosecutorial system
  • At least 5 years’ experience in EU funded justice-related projects, preferably in justice reform
  • Experience as TL in at least 1 EU funded project in the area of justice
  • Experience in development and implementation of an overall justice reform, including justice system organisation, procedural laws and material law
  • Excellent knowledge of EU acquis in several areas of law, of transposition of EU law and implementation of EU law
  • Experience in legislative drafting, training of judges and/or prosecutors and assistance to MoJs would be an asset
  • Previous experience in the justice sector in Albania would be a distinct advantage

General Professional Experience:

  • Ability to implement as well as communicate solutions to problems in different (legal) environments, and provide advice on day-to-day questions from the final beneficiaries
  • Very good command of written and spoken English and computer literate

Reference Number B: International Expert 2: Justice System Governance Institution (2 Experts needed/same profile)

Duration: based in Tirana – full time position based in Tirana – start April 2018 / 36 months

General Description of Responsibilities: The experts will cover the support to the new justice governance institutions (High Judicial Council, High Prosecutorial Council, High Justice Inspector, Justice Appointment Council), responsible in particular for the career development of judges and prosecutors as well as the disciplinary investigation and liability of judges and prosecutors. The experts also cover legislative activities in the area of justice governance. One expert will cover also the support to the chambers of free legal professions.

Specific Professional Experience:

  • At least 15 years of experience in justice system, at least 5 years in an EU MS as judge or prosecutor,
  • At least 3 years of experience as member of a council or as member of an institution/body responsible for career related decisions or in disciplinary matters or in governance of court administration
  • Experience in an EU funded project, preferably in the area of career development of judges/prosecutors, inspection service or judicial/prosecutorial councils or in judicial/prosecutorial function
  • Knowledge of EU standards regarding appointment, transfer, promotion, evaluation and discipline of judges and prosecutors as well as in the organisation of the justice system are a prerequisite
  • Experience in legislative drafting and training of judges and/or prosecutors would be an advantage
  • Additional professional experience as member of free legal profession would be an asset
  • Previous experience in the justice sector in Albania would be a distinct advantage

Reference Number C: International Expert 3: Criminal Justice and Court/Prosecution Office Management

Duration: based in Tirana – full time position based in Tirana – start April 2018 / 36 months

General Description of Responsibilities: The expert will cover the support to the re-organisation of the courts and prosecution offices, as required by the justice reform laws, the capacity building for court/prosecution office administration and the set-up of the Anti-Corruption Courts and Prosecution Office. The expert also covers legislative activities in the criminal justice area.

Specific Professional Experience:

  • At least 15 years of experience in justice system, at least 5 years in an EU MS as judge or prosecutor, preferably also in management/leadership position
  • At least 1 year’ experience in an EU funded project, preferably including areas relating to the organisation of courts and prosecution offices
  • At least 5 years’ experience in criminal justice area as judge or as prosecutor
  • Experience in legislative drafting and training of judges and/or prosecutors would be an advantage
  • Excellent knowledge of EU acquis and ECtHR case law, in particular in criminal law, is a prerequisite
  • Experience in institution fighting corruption and organized crimes would be an asset
  • Previous experience in the justice sector in Albania would be a distinct advantage

Reference Number D: International Expert 4: Justice System IT

Duration: based in Tirana – 75% position based in Tirana – start April 2018 / 36 months

General Description of Responsibilities: The senior IT expert is responsible for the implementation of all activities related to assistance in design, procurement and deployment of IT systems, work towards establishing sound IT governance in justice institutions and on ensuring proper maintenance and long-term sustainability of the systems.

Specific Professional Experience:

  • University degree in Computer Science
  • At least 15 years of professional experience in IT sector, at least 5 years in an EU MS
  • At least 3 years’ experience in an EU funded project, responsible for design, procurement and deployment of IT systems, work towards establishing sound IT governance in justice institutions and on ensuring proper maintenance and long-term sustainability of the systems
  • Knowledge and experience in the application of CEPEJ indicators
  • Experience in management of small teams of IT experts
  • Previous experience in the justice sector in Albania would be a distinct advantage

Reference Number E: International Expert (mid-term):  Training and Prosecution Office

Duration: based in Tirana – 75% position based in Tirana – start April 2018 / 36 months

General Description of Responsibilities: The expert is responsible for supporting the School of Magistrates, the new training units at the HJC and HPC responsible for the training of administrative staff of courts and prosecution offices, and the support to the training institutions responsible for the training of candidates for and members of free legal professions. The support includes the development of curricula, organisational aspects and delivery of initial and continuous training. In addition, the expert is expected to support the restructuring of prosecution offices: The prosecution offices are less centralized and prosecutors have more independence; tasks will have to be shifted from chairpersons to chancellors, prosecution offices will have to establish internal structures, which allow specialisation and standardisation.

Specific Professional Experience:

  • At least 15 years of experience in justice system, at least 5 years in an EU MS as judge or prosecutor,
  • At least 3 years’ experience as trainer of judges, prosecutors and/or judicial staff, or in leading position of a judicial training institution
  • At least 1 year of experience in an EU funded project, preferably with training activities
  • Excellent knowledge of EU standards for training of judges and prosecutors and of functioning of judicial training institutions would be an asset
  • Previous experience in the justice sector in Albania would be a distinct advantage

Reference Number F: International Expert 5: Civil Law, including Property Rights

 

Duration: based in Tirana – up to full time position based in Tirana – start April 2018 / 36 months

General Description of Responsibilities: The expert supports the Codification Department of the Ministry in building its capacity and in particular in the area of civil law, in the set-up of the new legal aid scheme and assists courts in reducing backlog, increasing quality and efficiency of justice delivery.  According to the governmental priorities, several civil laws will be revised or newly elaborated, i.e. Civil Procedure Code, Civil Code, laws governing judicial co-operation in civil matters. These major legislative undertakings will be accompanied by this expert.

Specific Professional Experience:

  • At least 15 years of experience in justice system
  • At least 5 years’ experience as judge in civil justice area in an EU MS
  • At least 2 years’ experience in an international institution or EU funded project, preferably including areas relating to the civil law and efficiency at courts
  • At least 3 years’ experience in legislative drafting
  • Experience in training of judges, prosecutors and/or court staff would be an asset
  • Excellent knowledge of EU acquis and ECtHR case law, in particular in civil law, including property law, is a prerequisite
  • Previous experience in the justice sector in Albania would be a distinct advantage

Reference Number G: International Office Manager/Head of Office Administration

Duration: based in Tirana – full time position based in Tirana – start April 2018 / 36 months

Specific Professional Experience:

  • University degree in law, business or management;
  • At least 8-10 years of experience in the area of management, strategic planning or other managerial areas, preferably in an EU Member State or in EU institutions
  • Experience in financial management, high-level competence in using Excel
  • At least 3 years’ experience in a senior management position, preferably in an EU Member State
  • Previous working experience in or with EU funded or international projects
  • Knowledge of and experience in project management, project cycle management, project reporting
  • Knowledge and experience in change management, training and human resource handling as well as basic knowledge in information technology would be an asset.
  • Certification in a standard project management methodology such as Prince 2 or equivalent would be an asset.
