Call for experts: Kosovo

We are looking for candidates for the following 3 Key Expert positions in the EU funded project “Support to Civil Code and property rights” in Kosovo (EuropeAid/133833/C/SER/XK).

Key Expert 1: Team Leader/ Law of Obligations Expert (minimum of 440 days)

The Team Leader shall work full time and be responsible for the successful implementation of all project activities within the established timelines. S/he shall simultaneously serve as an expert on the law of obligations under component 3 and provide substantive input in the codification process and all issues referred to in this ToR.

The Team Leader shall bring strategie guidance and leadership to the project.

S/he is in charge of managing all the Long Term and Short Term experts. The Team Leader shall also be in charge of contacts and communication with the Contracting Authority and for communication and negotiation wit hall key stakeholders. Furthermore, the Team Leader will ensure that all gender, minority, cultural, environmental and ethical matters of relevance to the project are properly addressed.

The proposed Team Leader should have the following profile:

Qualifications and skills

A bachelors degree in Law. A Master and/or PhD in International Public Law is considered as an advantage

General professional experience

Minimum 10, preferably 15 years, of relevant professional experience in the civil justice sector as legal professional[1], judge and/or academic in a continental law system

Specific professional experience

  • Experience in leading teams gained in the public or private sector or in donor funded projects in at least 1 preferably 3 contracts[2] in the rule of law
  • Minimum 8 preferably 12 years as legal professional[3], judge and/or academic in law of obligations
  • Minimum 3 preferably 5 years of legislative drafting experience (as official or consultant) in a State Body (e.g. Ministry)

Key expert 2: Expert in Property Law (minimum of 400 working days)

The key Expert in property law shall, in the absence or the Team Leader, also be in charge of contacts and communication with the Contracting Authority and for communication and negotiation wit hall key stakeholders. This expert will be, in particular, responsible for the implementation of component 2 of the project.

Qualifications and skills

A Bachelors Degree in Law. A Master and/or PhD in International Public Law is considered as an advantage

  • Minimum 3 preferably 5 years of drafting experience (as official or consultant) in a State Body (e.g. Ministry)

Key Expert 3: Expert in Family and Inheritance Law (minimum of 240 working days)

The Key Expert in family law shall be, under the general guidance of the Team Leader, responsible for the implementation of component 3 of the project.

Qualifications and skills

A Bachelors Degree in Law. A Master and/or PhD in International Public Law is considered as an advantage;

General professional experience

  • Minimum 8, preferably 12 years, of relevant professional experience in the civil justice sector as legal professional[6], judge and/or academic in a continental law system
  • Minimum 7, preferably 11 years, relevant professional experience in the civil justice sector as legal professional[7], judge and/or academic in Family and Inheritance Law
  • Minimum 3 preferably 5 years of legislative drafting experience (as official or consultant) in a State Body (e.g. Ministry)
