Call for experts: Lebanon

In the framework of an EU funded project in Lebanon (Support to Judicial Institutions in Lebanon), CILC is looking for candidates for the following Key Expert positions.

Key expert 1: Team Leader

The Team Leader will be in charge of the coordination of the project activities and of the policy advice to be provided within each of the components of the project as well as of identifying and coordinating the mobilisation of EU public expertise in judicial matters. Indicative input: 400 working days, of which in Lebanon at least 120.

Qualifications and skills:

  • Master Degree in Law;
  • Sense of leadership and team coordination management skills;
  • Sound communication skills and ability to work in close cooperation with international and local stake-holders;
  • Excellent command of French and English, with proven writing and editing skills;
  • Working Knowledge of Arabic is an asset.

General professional experience:

  • Minimum of 15 years of professional experience in the justice sector at international level, with at least 5 years experience in capacity building of judiciary staff and 5 years as an active member of the Judiciary in an EU member state;
  • Minimum of 5 years professional experience in Managerial positions requiring the identification and mobilisation of expertise in judicial matters.

Specific professional experience:

  • Minimum of 5 years of professional experience in large scale project management providing;
  • Capacity building of judiciary staff;
  • Minimum of 2 years of experience working in EU funded projects or in similar proj eet funded by international donor agencies;
  • Experience in the ENPI region is an asset.

Key expert 3: Legal expert for the High Council for the Judiciary, the Judicial Inspection and the Institute of Judicial Studies

The Key expert 3 will be in charge of the implementation and coordination of the activities related to the High Council of the judiciary, the Judicial Inspection and the Institute for Judicial Studies including the drafting of the terms of reference for the expertise to be mobilised to support the activities described above for the HCJ, the IJS and the JI. Indicative input: 660 working days, of which at least 85% is performed in Lebanon.

Qualifications and skills:

  • University Degree in Law;
  • In depth knowledge of the Lebanese justice sector and the justice administration;
  • Sound communication skills and ability to work in close cooperation with international and local stake-holders;
  • Excellent command of French and English with proven writing and editing skills;
  • Knowledge of Arabic will be an asset.

General professional experience:

Minimum of 10 years of professional experience in the justice sector with at least 5 years of experience in capacity building of judiciary staff.

Specific professional experience:

Minimum of 5 years of professional experience in large scale project management working directly with bodies similar to the High Judicial Council, the Judicial Inspection and the Institute for Judicial Studies.
