Consolidation of the Justice System in Albania (Euralius V)

Project description

The overall objective is to support the Albanian institutions to implement the justice reform by strengthening the independence, transparency, efficiency, accountability and public trust in the Albanian justice system in line with the EU acquis and best practices.

Specific objectives:

– Objective 1 improving the organisational, analytical, policymaking and legislative capacities of the Ministry of Justice (MoJ) and further developing the legislative framework in the area of justice with view of bringing it closer to EU standards and best practices.

– Objective 2 assist in the set-up of the organisational and managerial structure and building the capacities of the governance bodies of the judicial and prosecutorial system respective their areas of competences as well as supporting the establishment of a real career development system for judges and prosecutors based on merits and transparent proceedings.

– Objective 3 strengthen the independence, transparency, efficiency and effectiveness of the court/prosecution system organisation and management and judicial/prosecutorial proceedings, including the Special Anti-Corruption structures.

-Objective 4 extend and maintain the IT systems in main judicial and prosecutorial institutions in order to improve the efficiency, transparency and management of courts, prosecution offices and other bodies within justice system (incl. procurement).

– Objective 5 increase the capacity of the School of Magistrates (SoM) and other training institutions responsible for training of (judicial) civil servants at courts and prosecution offices, lawyers, notaries and bailiffs as well as strengthening the managerial capacities and democratic and transparent procedures of chambers of free legal professions.

In general, three types of activities have been foreseen: Institutional strengthening activities, individual capacity building activities, including training as well as e-commentaries, coaching and mentoring activities.
