Russia // Roundtable discussion concerning the legislation on the registration of legal persons

Early in October CILC visited the Russian Supreme Commercial Court in Moscow, accompanied by the Dutch legal experts Huub Willems and Wim Timmermans, for a round-table discussion on improving the commercial court practice and legislation on the registration of legal entities and private entrepreneurs.

This visit was part of the Dutch-Russian cooperation project entitled Perfection of the Russian Legislation on Registration of Legal Bodies and Private Entrepreneurs, facilitated by the Netherlands Ministry of Economic Affairs and implemented by CILC.

The focus of the round-table discussion was on the concept and structure of the latest version of the draft law, the content and scope of information in the trade register, the information filing procedure and the verification provisions for the registration authority. In Moscow the Dutch experts built on experience previously gained by their Russian counterparts during a study visit to the Netherlands in October 2009 and commented on the updated draft law and registration provisions, as well as proposing amendments to their content.

Further consultation on e.g. the registration of business entities which are not corporate entities and the registration of formally foreign companies will take place this autumn, eventually leading to a final draft law that is to be introduced to the Presidential Administration and subsequently to the Russian State Duma.
