There can be no state without law. No law without judges. And no judgments without enforcement

Over 85 enforcement agents from various countries met in Chisinau last week for an international conference that took place on 17 and 18 September. This event marked the 5 year anniversary of the Moldovan National Union of Enforcement Agents (UNEJ) – one of the beneficiaries in CILC’s work on strengthening the justice sector in Moldova.

The conference took place in the Senators Room of the Moldova State University in downtown Chisinau. The programme was opened by H.E. Vladimir Cebotari – the new Minister of Justice, Wicher Slagter – the Deputy Head of Mission of the EU Delegation in Moldova, and Francoise Andrieux – the President of the International Union of Enforcement Agents (UIHJ).

The programme included several workshops and touched upon the procedural aspects of enforcement, professional standards, integrity, and monitoring and control of the enforcement agent’ activities. The wide range of international experts ensured that Moldova could tap into the latest international developments related to these topics.

The closing session on Friday focused on an update of the Code of Ethics for Moldovan enforcement agents. This updated framework was debated and suggestions for further adjustment were discussed. The new Code of Ethics will be up for voting and adoption in the next couple of weeks.

First next steps in the area of enforcement of the EU project include an assessment of the tariff system and price setting for enforcement services in Moldova.
