EUPA4BiH: A New Chapter in Strengthening Security and Law Enforcement in Bosnia and Herzegovina

The first Steering Committee meeting of the European Union Police Assistance for Bosnia and Herzegovina (EUPA4BiH) project took place in Sarajevo, bringing together wide range of partner institutions and beneficiaries, including ministry of security, ministries of interior, law enforcement agencies, prosecutorial and judicial bodies. Starting in September 2024, this key milestone marks the start of a 4.5-year journey to strengthen citizen security and provide law enforcement assistance in Bosnia and Herzegovina.

EUPA4BiH focuses on enhancing the effectiveness, transparency, and coordination of institutions in tackling transnational organized crime, corruption, drug trafficking, cybercrime, human trafficking, and terrorism. The project aims to improve data collection and exchange in line with EU standards and build strong governance structures that foster institutional resilience, better threat response, and progress toward EU integration. Through legislative alignment, interagency cooperation, capacity building, and modern investigative tools, EUPA4BiH will provide long-term support to BiH’s security sector.

The project is funded by the European Union and implemented by a consortium led by the Center for International Legal Cooperation (Netherlands), in cooperation with the IRZ – German Foundation for International Cooperation (Germany), CIVIPOL – Technical Cooperation Operator of the French Ministry of the Interior (France), FIAP – International and Ibero-American Foundation for Administration and Public Policies (Spain), and CPMA – Central Project Management Agency (Lithuania).
