The consortium implementing the EUPA4BiH project is seeking a qualified candidate as Programme Coordination Officer. This vacancy notice provides an overview of the project and its consortium, a breakdown of the relevant components, and outlines the qualifications, skills, and professional experience required for this position. Consortium

The consortium, under the leadership of the Center for International Legal Cooperation (The Netherlands), further consisting of the German Foundation for International Legal Cooperation (Germany), CIVIPOL (France), FIIAPP (Spain) and CPMA (Lithuania), has started the implementation of the EU Grant Contract “EUPA4BiH – European Union Police Assistance for Bosnia and Herzegovina” on 2 September 2024.

The project

The global objective of this project is to improve the security of citizens in Bosnia and Herzegovina.

The specific objectives of the project are as follows:

  • To enhance the effectiveness of institutions involved in the fight against transnational organised crime, corruption, drugs, money laundering, cybercrime, trafficking of human beings, terrorism, radicalisation, violent extremism, corruption and ensure better institutional interoperability,
  • To further improve the collection and data exchange, and data protection according to the EU applicable standards and best practices,
  • To improve governance standards to embed stability and progress towards EU membership, better identify and responds to threats and strengthen capacities to prevent and fight crimes.

The project started on 2 September 2024, and the contract’s implementation period is 52 months from this date. The expert team will be gradually built up.

The project consists of 10 components, each has various outputs:

  • Component 1: Fight against transnational organised/serious crime, Trafficking of Human Beings (THB), drugs, corruption and cybercrime
  • Component 2: Prevention and Countering terrorism and violent extremism
  • Component 3: Prevention and Countering Financial crime, Money Laundering
  • Component 4: Support the enhancement of effective cooperation among law enforcement bodies and with prosecutors and judges
  • Component 5: Enhancing external cooperation and coordination, information exchange, as well as international cooperation and coordination with EUROPOL and Interpol
  • Component 6: Support for drafting legislation in line with EU acquis, European standards and best practices
  • Component 7: Support to the criminal justice authorities in demonstrating progress towards establishing a track record of proactive investigations, confirmed indictments, prosecutions and final convictions against organised crime and corruption, including at high-level
  • Component 8: Enhance border security and fight cross-border organised crime
  • Component 9: Complementary assistance to procure required equipment to support better use of Special Investigative measures (SIMs), effective investigations, forensic capacities and specialised IT equipment to enhance the LEAs’ capacity and further strengthen data security and exchange.
  • Component 10: Communication and outreach to BiH citizens / EU Visibility

The candidates will be presented to the Contracting Authority (EU Delegation to Bosnia and Herzegovina) for advice.

Purpose of position

The Programme Coordination Officer will provide dedicated coordination and administrative support to the EUPA4BiH project management team, with a primary focus on Clusters IVa and IVb, outreach and visibility activities, and cross-cutting coordination tasks. This position is designed to strengthen structured project delivery, ensure coherent documentation and monitoring, and support effective collaboration across project components.

Time allocation

The time of the Programme Coordination Officer will be distributed approximately as follows:

Duties and responsibilities

A. Support to Cluster IVa (25%)

  • Provide structured coordination support in delivering activities envisaged under the workplan for Cluster IVa.
  • Support the planning, organisation, and delivery of project events, workshops, trainings, and coordination meetings related to Cluster IVa, including operational communication with the beneficiary to support effective participation, follow-up, and implementation of agreed actions.
  • Maintain activity trackers, contact lists, and follow-up matrices to support monitoring of progress, risks, and cross-institutional cooperation initiatives within Cluster IVa.
  • Provide support in documenting progress towards workplan implementation in line with EU standards and project objectives.
  • Prepare content inputs for social media and visibility materials on Cluster IVa activities, ensuring consistency of messaging and alignment with EU communication standards.
  • Support the preparation of monitoring and evaluation (M&E) inputs related to Cluster IVa activities, ensuring accuracy, consistency, and timely reporting.

B. Support to Cluster IVb (25%)

  • Provide structured coordination support in delivering activities envisaged under the workplan for Cluster IVb.
  • Support the planning, organisation, and delivery of project events, workshops, trainings, and coordination meetings related to Cluster IVb, including operational communication with the beneficiary to support effective participation, follow-up, and implementation of agreed actions.
  • Maintain activity trackers, contact lists, and follow-up matrices to support monitoring of progress, risks, and cross-institutional cooperation initiatives within Cluster IVb.
  • Provide support in documenting progress towards workplan implementation in line with EU standards and project objectives.
  • Prepare content inputs for social media and visibility materials on Cluster IVb activities, ensuring consistency of messaging and alignment with EU communication standards.
  • Support the preparation of monitoring and evaluation (M&E) inputs related to Cluster IVb activities, ensuring accuracy, consistency, and timely reporting.

C. Outreach and visibility (20%)

  • Support the delivery of outreach and visibility activities across all clusters, including conferences, public events, workshops, and stakeholder meetings, in line with the EUPA4BiH workplan and EU visibility requirements.
  • Assist in coordinating overall outreach planning by maintaining contact lists, schedules, trackers, and follow-up actions to ensure timely and coherent delivery of activities.
  • Contribute to the preparation of visibility materials and communication products, ensuring alignment with EU branding and communication guidelines.
  • Support the outreach and stakeholder management function by facilitating coordination with external partners, media contacts, and relevant institutions.

D. Cross-Cutting Coordination, M&E and Workplan Implementation (30%)

  • Support the planning and alignment of activities across project clusters by maintaining user-friendly trackers, risk registers, coordination matrices, and follow-up tools to support effective implementation.
  • Support coordination between clusters by facilitating information exchange, preparing coordination meetings, and helping identify complementarities, overlaps, and gaps to avoid duplication and strengthen coherence of project delivery.
  • Coordinate the maintenance of official event documentation for all clusters, and manage overall scheduling to ensure no overlaps in the operational aspects of events, in close coordination with the Executive Assistant and Project Assistant supporting Clusters 1, 2, and 3.
  • Ensure continuity of operations and institutional knowledge by maintaining close coordination with the Executive Assistant and Project Assistant during periods of absence or transition.
  • Contribute to the preparation of project reports, progress updates, and M&E documentation in line with EU standards and donor requirements.

Qualifications and Required Experience:

Eligibility Requirements

  • The position is only open to nationals of Bosnia and Herzegovina.
  • The candidate must not have had any contractual relationship in the past six months in any relevant law enforcement agency in Bosnia and Herzegovina.
  • A secondary education degree is required as a minimum qualification.
  • A university degree (bachelor’s level) in Administration, Social Sciences, International Relations, Law, Economics, or an equivalent field is considered an advantage.

General professional experience

  • At least three years of professional experience in a logistical, administrative, or coordination support role, preferably in an international organisation or EU project-based environment.
  • Proven experience in coordinating activities, events, or trainings, including scheduling, communication with stakeholders, and preparation of documentation.
  • Experience in supporting senior staff and cluster teams in the implementation of project activities.
  • Demonstrated ability to manage logistical arrangements, such as venue booking, travel coordination, and supplier communication.
  • Experience in maintaining structured archives of project materials and tracking project calendars or timelines.

Specific professional experience

  • Experience in organising high-level meetings, including hybrid and physical formats, with responsibility for logistics, invitations, documentation, and minute-taking.
  • Experience working with finance teams to ensure proper labelling of invoices, tracking of receipts, and preparation of cost overviews.
  • Experience in preparing materials for trainings, including printing, formatting, and distributing documents both digitally and physically.
  • Familiarity with EU or donor-funded project requirements in terms of logistics, procurement, and reporting.
  • Ability to serve as a key point of contact for logistical coordination with stakeholders and service providers across Bosnia and Herzegovina.

Skills and competences

  • Excellent spoken and written language skills in English and Bosnian/Croatian/Serbian.
  • Strong planning and time management abilities with attention to detail.
  • Excellent verbal and written communication skills.
  • Ability to work independently while maintaining effective communication with team members.
  • Proficiency in MS Word, Excel, PowerPoint, Outlook, and familiarity with digital collaboration tools.

Skills and competences

The Programme Coordination Officer will report directly to the Team Leader and work in close coordination with the Project Management Unit, component leaders, and other national support staff. Regular check-ins will be held to review progress, discuss priorities, and ensure alignment with the overall project workplan.
