The Center for International Legal Cooperation (CILC) strengthens the rule of law worldwide by connecting legal professionals and institutions across borders. We work with international partners, governments, and donors to design and implement projects that support justice sector reform and international cooperation.
Key responsibilities
As Business Controller, you are responsible for the financial health of CILC at both project and organizational level. You combine strategic insight with hands-on financial control, ensuring transparency, compliance, and accountability. As a member of the management team, you lead the finance team, advise the Director and project managers, and safeguard CILC’s long-term sustainability.
- Financial Management and Compliance
- Ensure accurate and timely financial administration (AFAS and supporting systems).
- Prepare monthly and quarterly management reports and annual financial statements.
- Coordinate audits and act as main contact for the auditor.
- Handle VAT and liaise with tax authorities.
- Monitor compliance with Dutch law, donor regulations, and internal policies.
- Strategic Advice and Policy Development
- Advise the Director and MT on financial and organizational matters.
- Develop and implement financial policies (e.g. cash management, advances, credit cards).
- Support strategic decision-making through clear financial analysis and reporting.
- Contribute to long-term planning and sustainability of the organization.
- Team Leadership and Process Improvement
- Lead and coach the finance team, ensuring effective task distribution and professional growth.
- Improve and digitalize financial processes and systems.
- Promote a culture of accuracy, service, and accountability.
- Project Financial Control
- Support project managers with financial monitoring, reporting, and donor compliance.
- Develop project budget frameworks and monitor financial risks.
- Ensure timely and accurate financial reports to donors and partners.
- Safeguard the reliability of project-related financial systems.
Profile
- Higher education (HBO+/University) in Finance, Business Economics, or related field.
- Proven experience in financial management and control, ideally in a project-based or NGO environment.
- Knowledge of Dutch laws and donor regulations.
- Proficiency in AFAS and MS Office.
- Excellent communication skills in Dutch and English.
- Experience in team leadership and development.
- Strong analytical ability and advisory skills.
- Proactive, hands-on, and structured working style.
