The project focuses on the effective functioning of private enforcement agents within the legal systems in Albania, Kosovo*, Montenegro, North-Macedonia and Serbia.

The project is implemented by CILC in close cooperation with the International Union of Judicial Officers (UIHJ). The main objective of the project is to strengthen the private enforcement systems in the Western Balkans in dealing with:

  • cross-border enforcement
  • and make them more accountable by strengthening relevant mechanisms for monitoring and control.

In both components, expertise from the Netherlands will be transferred to government institutions (e.g. Ministries of Justice) and semi-public institutions (e.g. national chambers, disciplinary boards). In addition, European and international best practices and standards will be addressed in the project.

The theory of change is that by enhancing the mechanisms for and skills of people entrusted with monitoring and control, as well as the capacities of private enforcement agents to deal with cross-border enforcement, the systems as part of the judicial chain will become more transparent and professional. This will then also lead to more trust of creditors, debtors and the general public in the judicial chain and private enforcement systems in particular. The intended outcomes and outputs will be realised through a number of activities, including trainings, workshops and roundtables.

Other projects

This programme aims to support SDGs 5, 10, and 16 by empowering women in the justice sector in Kuwait and Bahrain, fostering their skills, and enhancing ties with the Netherlands.
