Project Background

The International Short-Term Expert on IT Procurement will work as part of the implementation team for the European Union grant-funded project “EU Police Assistance for Bosnia and Herzegovina” (EUPA4BiH). EUPA4BiH is a four-and-a-half-year project aimed at improving the security of citizens in Bosnia and Herzegovina. The project is funded by the European Union and implemented by a European consortium led by the Center for International Legal Cooperation (Netherlands), in cooperation with the Foundation for International Legal Cooperation Foundation (IRZ/Germany), CIVIPOL (France), FIAP (Spain), and CPMA (Lithuania).

The global objective of this project is to improve the security of citizens in Bosnia and Herzegovina.

The specific objectives of the project are as follows:

  • To enhance the effectiveness of institutions involved in the fight against transnational organised crime, corruption, drugs, money laundering, cybercrime, trafficking of human beings, terrorism, radicalisation, violent extremism, corruption and ensure better institutional interoperability,
  • To further improve the collection and data exchange, and data protection according to the EU applicable standards and best practices,
  • To improve governance standards to embed stability and progress towards EU membership, better identify and responds to threats and strengthen capacities to prevent and fight crimes.

Roles and Responsibilities

Following an initial needs assessment provided to the project by beneficiaries during the inception period, there is a need to conduct in depth needs assessment preliminary by December 2025 for procurement to be completely aligned with the project activities and outcomes.

Bearing in mind that procurement budget is considerable, as IT procurement typically needs specific experience and expertise, a short-term expert (ISTE) must be contracted to support the entire process of IT procurement under Component 9. ISTE must have experience in both IT and procurement processes in the EU environment.

The ISTE will support the following outputs/activities:

  1. Gather all available data from the activities already completed: needs assessment and feasibility assessment reports, minutes of the meetings, recommendations, and revisions.
  2. Update the data and prepare needs assessment and final feasibility study reports.
  3. Coordinate the final lists with the clusters in case there are similar requests.
  4. Draft a complete Terms of Reference package for supplies including market research, technical specifications and related parts of the tender package – including special conditions, constraints, assessment of possibilities for exceptions – of origin, of brand names, etc.
  5. Optimizing the efforts by drafting a single tender with different lots, per type of deliverables to increase transparency and participation
  6. Participating in Q&A with the tenderers during the tendering process.
  7. Participating in the assessment as technical advisor.
  8. Participating in a provisional acceptance of the supplies with control of specifications compliance, identifications and quality check.

Planned deliverables and results:

  1. Completed needs assessment, including coordination between clusters.
  2. Performed feasibility study.
  3. Completed market research and design of the tenders.
  4. Support during the tendering with Q&A.
  5. Advising the evaluation team during the tendering process.
  6. Participating during the provisional acceptance process.

The ISTE will deliver to the Head of Administration following outputs:

  1. Needs assessment report (incl. coordination between clusters).
  2. Feasibility study report.
  3. Market research document.
  4. Terms of Reference/Technical specifications.
  5. Assessment report with recommendations to the evaluation team.
  6. Completed provisional acceptance report.

Outputs prepared and submitted to the Head of Administration as per agreement.

Expert profile: General requirements

The role of the International Short-Term Expert (ISTE) will be to support Head of Administration in IT procurement area. In this regard, the ISTE must meet the following key criteria:

At least:

  • 10 years of experience in tendering procedures in IT, preferably in EU projects.
  • Advanced IT products knowledge and IT management skills, proven by certificates.
  • Experience with various types of IT products and IT security, including designing, controlling, auditing, advisory and coordination activities

and other criteria, as follows:

  • Demonstrated high level of professionalism and ability to work independently in a complex environment and under tight deadlines.
  • Proficient/Fluent in written and spoken English.
  • Excellent inter-personal and communication skills including experience in institutional assessment and capacity building.
  • Flexibility, strong adaptation skills and capability of teamwork in a potentially stressful environment.

Specific requirements

  • Must have practical knowledge and understanding of EU PRAG and restricted tender procedures with at least three projects completed under these conditions.
  • An advanced level of skills on IT founding elements such as software, hardware, security, GDPR would be a distinct advantage.

The International/national Short-Term Expert on Financial Transparency shall be contracted by the Center for International Legal Cooperation (CILC). Candidates interested in participating in the tender procedure are encouraged to hand in their letter of interest at vandenberg@cilc.nl at latest at 12.00 hrs on 10 October 2025. The email must refer to the assignment title “EUPA4BiH International Short-Term Expert on IT Procurement” and must comprise:

  • A motivation letter (1 page).
  • A CV clearly indicating the required qualifications and experiences. References must be available upon request.
