The Cyber Balkans project supports the Western Balkan IPA III beneficiaries in building stronger and more secure digital environments. Its overall goal is to enhance cyber resilience in line with the EU acquis and international best practices. The specific objective is to improve cybersecurity prevention, preparedness, and response among public and private stakeholders across the region. The project is structured into four key components, each addressing a core area of cybersecurity development. The Centre for International Legal Cooperation (CILC) is responsible for implementing Component 2.

Project Components:

  • Cybersecurity governance and awareness: Strengthening the organisational capacities of public institutions and improving cooperation mechanisms through better governance structures and strategic planning.
  • Legal frameworks, cyber norms, and international law (Implemented by CILC): Supporting public institutions in understanding and applying EU regulations, international cyber norms, and legal obligations in cybersecurity.
  • Risk and crisis management: Establishing and reinforcing systems for managing cyber risks and responding effectively to incidents and crises.
  • Operational capacities: Enhancing the capabilities of Computer Security Incident Response Teams (CSIRTs) to manage cyber threats and coordinate national responses more effectively.
