Call for experts: 4 Key Expert Positions Moldova (pre-trial investigation, prosecution and defence set-up)

In the framework of an EU Technical Assistance project in Moldova Support the Pre-Trial Investigation, Prosecution and the Defence Set-Up in Moldova, CILC is looking for candidates for 4 Key Expert positions.

Key expert 1: Team Leader / Criminal Justice Expert (minimum estimated 500 working days)

Qualifications and skills:

  • University degree in law or equivalent professional experience;
  • Leadership skills to manage and motivate a team of specialists and to interact with project partners, the European Union Delegation, civil society and the donor community;
  • Proficiency in written and spoken English; knowledge of Romanian or Russian is an asset.

General professional experience:

  • Experience of working with senior officials and politicians to resolve competing interests and reach consensus;
  • Experience of development strategic plans and managing strategic reform programmes;
  • Experience in major reform projects in the field of criminal justice or law enforcement;
  • Familiarity with the criminal justice mechanisms and institutional responsibilities in the European neighbourhood and CIS countries.

Specific professional experience:

  • Experience as a Team Leader in at least 1 project of similar size in the criminal justice sector or law enforcement reform;
  • Preferably 10 years of experience in the justice sector or legal services (prosecutor, investigator, judge, or lawyer);
  • Previous experience in Moldova and understanding of the country’s justice and /or law enforcement reform process would be an advantage.

 

Key expert 2: Criminal Investigation Techniques Expert (minimum estimated 375 working days)

Qualifications and skills:

  • University degree in law or equivalent academic qualifications;
  • Legal and normative act drafting skills;
  • Good communication skills, with the ability to transfer understanding of complex procedures to non-specialists.

General professional experience:

  • Experience of working with senior officials and politicians to resolve competing interests and reach consensus;
  • Direct experience in application of special investigative techniques;
  • Direct experience in using a wide range of investigative techniques;
  • Experience in drafting of normative acts related to criminal investigation or prosecution;
  • Experience in design and delivery of training materials;
  • Experience of working in the criminal investigation or prosecution reform in the European neighbourhood and CIS countries is an advantage;
  • Knowledge of the local context and proficiency in Romanian or Russian is an asset.

Specific professional experience:

  • Preferably 10 years of direct experience in criminal investigation or prosecution, preferably within an EU member state;
  • At least 5 years in a senior management position within the government or justice sector, preferably within an EU member state;
  • Previous experience in Moldova and understanding of the country’s justice and /or law enforcement reform process would be an advantage.

 

Key expert 3: Criminal Investigation Analysis and Criminology Expert (minimum estimated 375 working days)

Qualifications and skills:

  • University degree in the law or equivalent academic qualifications;
  • Legal and normative act drafting skills;
  • Good communication skills, with the ability to transfer understanding of complex procedures to non-specialists.

General professional experience:

  • Experience of working with senior officials and politicians to resolve competing interests and reach consensus;
  • Experience in drafting of normative acts related to law enforcement, police, abuse detection, criminology and/or anti-corruption;
  • Experience in design and delivery of training materials;
  • Experience of working in the law enforcement reform in the European neighbourhood and CIS countries would be an advantage;
  • Knowledge of the local context and proficiency in Romanian or Russian is an asset.

Specific professional experience:

  • Preferably 10 years of experience in law enforcement or police, preferably within an EU member state;
  • At least 5 years in a senior management position within the government or justice sector, preferably within an EU member state.

Previous experience in Moldova and understanding of the country’s justice and /or law enforcement reform process would be an advantage.

 

Key expert 4: Raise Awareness & Communication Expert (minimum estimated 125 working days)

Qualifications and skills:

  • University degree in communication or equivalent academic qualifications;
  • Good communication skills, with the ability to transfer understanding of complex procedures to non-specialists;
  • Proficiency in written and spoken English; knowledge of Romanian or Russian is an asset.

General professional experience:

  • Previous experience in coordination and dissemination of major reform policies and programmes to institutional stakeholders, as well as to the civil society and the general public;
  • Direct experience in design and application of monitoring and evaluation mechanisms of sector reforms;
  • Familiarity with the justice sector mechanisms and institutional responsibilities in the European neighbourhood and CIS countries;
  • Familiarity with design of awareness raising (including media) campaigns to support justice sector reform programmes.

Specific professional experience:

  • Direct experience in design of justice sector reforms, its coordination, monitoring and communication, involving institutional, personnel, and policy issues; preferably within an EU member state.
