Moldova // Gearing up for new beginnings

As of October this year CILC is again active in Moldova! Until 2007 we were involved in various initiatives that supported the development of the Moldovan justice sector: our experts worked with the Judicial Training Centre of Moldova and the Association of Moldovan judges, and contributed to strengthening the system of enforcement of civil court decisions, as well as to initiating improvements in court administration.

Now CILC returns to provide support to the Moldovan justice sector as part of three parallel, interrelated EU Technical Assistance projects. The overall objective of these three projects is to support the implementation of sustainable reforms of the justice sector and to increase the efficiency of the judiciary and justice sector agencies, in light of the ambitious priorities set by the Moldovan government in its Justice Sector Reform Strategy 2011-2016.

CILC will be responsible for a 1,8 million Euro project that aims to strengthen the enforcement, probation and rehabilitation systems in Moldova. Together with our consortium partners – Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Penal Reform International (PRI), Netherlands Helsinki Committee (NHC), Institutul de Reforme Penale (IRP) – and our team of key experts we will work towards:

  • improving the legislative framework to facilitate the work of probation officers, penitentiary workers and bailiffs
  • improving punitive and rehabilitation policies and establishing a connection between intramural and extramural rehabilitation and probation supervision
  • enhancing the capacities of bailiffs, probation officers and penitentiary workers to perform their work by applying modern and efficient methodologies

Our vision for this project is to contribute to the improved enforcement of civil and criminal judicial decisions in Moldova with an emphasis on respect for Human Rights by all parties involved, competence and professionalism of relevant actors, efficient and effective legal procedures and inter-institutional cooperation mechanisms. Our focus in this project is to provide tailored, high-quality expertise and support to Moldovan sector institutions involved, in the belief that we can facilitate change and enable direct beneficiaries through a sustained peer-to-peer approach.

The other two projects that we will contribute to as consortium partners to the leads Deutsche Gesellschaft für Internationale Zusammenarbeit and Deutsche Stiftung für Internationale Rechtliche Zusammenarbeit (IRZ) focus on increasing the efficiency, accountability and transparency of courts in Moldova, and on supporting the pre-trial investigation, prosecution and the defence set-up.
